Estimate threshold: bids &gt;10% over estimate ($132,956) cannot be accepted. Monarch: 158,892.20 BID, item line 50 slope/option to slope around the lake (optional). Total without item (50)126,742.30. Statewide BID 133,667.50 Reviewed BIDs, and compare details of BIDs. Motion made to accept Statewide BID to complete the Brickman Lake Project by Brian Takala 2nd Jed Keenan. Some discussion after BID was accepted. Right-of-Way Utility Use Permit Policy<br />A fiber optic company (Complete Broadband Solutions) requested information on town policy.<br />&bull;<br />Bill Cochran drafted a policy to ensure accountability.<br />&bull;<br />Follow-up questions were sent to the company; no response received.<br />&bull;<br />Discussion held regarding whether Washburn County has a similar policy.<br />Motion to adopt the Town of Stinnett Right-of-Way Policy by Jed Keenan; second by Bill Cochran. Vote: All in favor except Brian Takala (opposed), citing need to confirm county policy. Plan established to inquire about Washburn County&rsquo;s policy.<br />f. Use of Town Equipment Off Town Property<br />Discussion held regarding liability and potential damage.<br />Policy adopted: All Town of Stinnett equipment must remain on town property and may not be loaned out.<br />Motion by Bill Cochran; second by Brian Takala. Treasurer&rsquo;s Report</strong><br />Treasurer Johnson reported the following:<br /><ul><li>ATC payment received.</li><li>Money Market account and Certificate of Deposit have been opened.</li><li>It was brought up that the ATC monies should be listed as a separate line item under the Money Market Account. Treasurer will have this noted for next meeting</li></ul>Motion by <strong>Supervisor Takala</strong>, second by <strong>Supervisor Keenan</strong>, to accept the Treasurer&rsquo;s Report. Motion carried unanimously.<br /><strong>6. Approval of April 2026 Meeting Minutes</strong><br />The April minutes were reviewed. Correction noted: <strong>Naomi Cochran</strong> should be added to the list of community members present.<br />Motion by <strong>Supervisor Takala</strong>, second by <strong>Supervisor Keenan</strong>, to approve the minutes with the noted correction. Motion carried unanimously.<br /><strong>7. Public Input</strong><br /><ul><li><strong>Pat Sprenger</strong> requested permission to borrow chairs and tables from the Town Hall for a graduation event.</li><li>Discussion was held regarding liability, potential damage, and historical practice. The Board reaffirmed the long-standing policy that <strong>Town Hall and Town Park property shall not be loaned out for private use</strong>.</li><li><strong>George Pierce</strong> volunteered to personally loan tables and chairs to Mr. Springer and will coordinate directly with him.</li></ul><strong>8. Highway Construction and Maintenance Report</strong><br />Chairman Cochran provided the following updates:<br /><ul><li>Annual road review was completed on <strong>May 2, 2026</strong>.</li><li>Tree trimming and sign replacements have been completed.</li><li>Chippanize Lake Road sign has been ordered.</li><li>Champanzie Road sign has been replaced; however, the signpost remains damaged.</li><li>Debris left in the ditch must be removed; Statewide will assist with pickup and storage.</li><li>Chairman Cochran reviewed the LRIP process and noted road repair needs, including <strong>Stanberry Road</strong>.</li></ul><strong>9. Facilities Report</strong><br /><ul><li><strong>Tom Crowley</strong> will begin repairs on the pavilion roof.</li></ul><strong>10. Specific Matters for Discussion and/or Action</strong><br /><strong>A. Poll Worker Compensation</strong><br /><ul><li>Washburn County election workers currently earn between $11 and $20 per hour.</li><li>Proposal to increase Town of Stinnett wages as follows:<ul><li>Poll Inspectors: increase by $2.00/hr to <strong>$17.00/hr</strong></li><li>Chief Inspectors: increase by $2.00/hr to <strong>$19.00/hr</strong></li></ul></li><li>New rates to take effect beginning with the <strong>August 2026 election</strong>.</li></ul>Motion by <strong>Supervisor Takala</strong>, second by <strong>Supervisor Keenan</strong>, to approve the wage increases. Motion carried unanimously.<br /><strong>B. Town Clean-Up</strong><br /><ul><li>Residents Ron Olson, Don Neuman, and Bob Krouch inquired about scheduling a town clean-up event.</li><li>Volunteers are required to monitor the site, assist with lifting, and sort materials.</li><li>A minimum of <strong>3&ndash;4 volunteers</strong> is needed for the event to proceed.</li><li>Additional volunteers will continue to be sought.</li></ul><strong>C. &ldquo;Children at Play&rdquo; Sign &ndash; Lee Road</strong><br /><ul><li><strong>Alex Butterfield</strong> expressed safety concerns due to increased residential traffic and speeding.</li><li>Discussion held regarding the effectiveness of signage.</li><li>Motion by <strong>Chairman Cochran</strong>, second by <strong>Supervisor Keenan</strong>, to install a <strong>Children at Play</strong> sign at the entrance of Lee Road. Verification of Legal Posting agenda on 4/13/2026 at the Town Hall, Outback bar, Tranus Lake RD, and the Website by Jill Washkuhn township clerk.<br />&nbsp;<br />&nbsp;Pledge of Allegiance recited<br />3. Agenda reviewed motion made to accept as presented made by Brian Takala 2nd Jed Keenan<br />4&rsquo; Treasurer&rsquo;s Report was reviewed by Sandy Johnson. A CD had matured earlier in the month and the funds were temporarily moved into the checking account. A check for $27,207.80 was issued to Frandsen Bank to open a new CD. CD rate options were reviewed, including a 5&#8209;month term at 3.75% APR and a 10&#8209;month term at 3.50% APR. A motion to accept the 10&#8209;month CD at 3.50% APR was made by Jed Keenan and seconded by Brian Takala, with all in favor.<br />The Board discussed combining the Town savings account with ATC funds into one money market account at 0.75% APR. Pros and cons of combining the accounts were reviewed. A motion to combine the savings account into a money market account was made by Jed Keenan. During discussion, Brian Takala expressed concern about keeping ATC funds separate. The Board agreed to combine the accounts into a money market account while maintaining ATC funds as a separate line item. The motion to combine accounts was made by Jed Keenan and seconded by Brian Takala, with all in favor. A motion to accept the Treasurer&rsquo;s Report was made by Jed Keenan and seconded by Bill Cochran.<br />&nbsp;<br />5. The Board reviewed the minutes from the March meeting. A correction was noted under Item #7 to change &ldquo;SOT&rdquo; to &ldquo;DOT.&rdquo; A motion to accept the minutes with the correction was made by Brian Takala and seconded by Jed Keenan, with all in favor.<br />&nbsp;<br />6. &nbsp;Public Input, it was noted that historical photographs of Stinnett were arranged and displayed at the Town Hall by Linda Asp.<br />&nbsp;<br />7. Highway Construction and Maintenance, the Board discussed scheduling the annual Road Review. The road ban will be lifted on Thursday, April 23, 2026. Boom mowing along town roads will be discussed later in the meeting. The LRIP process will need to begin for advertising bids.<br />&nbsp;<br />8. Facilities Report, Bill Cochran stated that Tom Crowley plans to begin repairs on the pavilion roof in mid&#8209;May. Park clean&#8209;up was completed by Bill Cochran and Jill Washkuhn.<br />&nbsp;<br />9. Under Specific Matters for Discussion and Action, the<br />A. Board revisited banking account options, with discussion already recorded under the Treasurer&rsquo;s Report.<br />B. Board discussed issues with misdirected town mail and the need for a consistent mailing address. Options included a mailbox at the Town Hall or a PO Box. A motion to rent a PO Box at the Springbrook Post Office was made by Bill Cochran and seconded by Jed Keenan, with all in favor.<br />C. Board discussed the annual Town Clean Up Day. Volunteers are required to assist with lifting and to ensure items brought in are appropriate for disposal. The Town needs five volunteers to operate a Cleanup Day, but currently has none. Due to the lack of volunteers, the Town may need to defer participation to the County Cleanup Day in the fall. A motion to review the Cleanup Day again next month was made by Bill Cochran and seconded by Brian Takala, with all in favor.<br />D. Board discussed increasing compensation for poll workers. Current pay is $13 for election inspectors and $15 for chief inspectors. The Board discussed the need to recruit additional workers for future elections. Jill Washkuhn will research pay rates in other townships. The matter will be discussed further next month.<br />E. Spring Road Review was scheduled for Saturday, May 2nd at 9:00 a.m.<br />F. Board reviewed a request from the Wisconsin Towns Association for towns to adopt a state funding resolution to support continued funding for town roads. A motion to adopt the resolution was made by Bill Cochran and seconded by Jed Keenan, with all in favor.<br />G. Board reviewed the 2026 mowing quote for the Town Hall and Park. Sterling Services, which purchased the previous contractor, submitted a quote with no change in cost from last year. A motion to contract with Sterling Services was made by Jed Keenan and seconded by Bill Cochran, with all in favor.<br />H. Board reviewed the County&rsquo;s quote for boom mowing on Tranus Lake Road, Tranus Lake Landing Road, Elliot Road, Sugarbush Road, Pike Road, Hayward Road, Little Hayward Road, and Rice Road. The quote covered 14 miles at a cost of $6,009.60 for labor and machinery. The Board agreed to add Brickman Lake Road to the mowing plan. A motion to approve the quote with the addition was made by Brian Takala and seconded by Jed Keenan, with all in favor.<br />I.&nbsp; A resident requested consideration of a &ldquo;Children at Play&rdquo; sign on Lee Road. The Board discussed placing a sign on Lee Road or at the road&rsquo;s end. WTA guidance indicates such signs may be distracting. A motion to discuss the matter again next month was made by Brian Takala and seconded by Jed Keenan, with all in favor.<br />J Board received an update on the Town Park pavilion roof repair, with Tom Crowley planning to begin work in May.<br />K. Board reviewed follow&#8209;up information from the April 7 election. The County reported no corrections were needed for past elections. Nothing decided.<br />&nbsp;<br />Driveway snowplowing 2026-2027-the past winter had some back-to-back storms, plowing was not complete after each snow event as more was predicted leaving. &nbsp;Mark Lea asked when if driveway could be plowed sooner, discussed to increase fee in the hopes driveways would be plowed when snow accumulation is 4 inches. Discussed cost to the town and the amount collected from town residents for driveway plowing. &nbsp;&nbsp;Last year driveway plowing fee was increased $10.00 for the 2024-2025 season.&nbsp; Motion made my Mark Lea to raise annual cost of snow plow 175.00 2nd by Naoni Cochran.&nbsp;&nbsp; Amended motion to raise annual fee by $10.00 was made by Sandy Johnson 2nd Linda Asp. Electors Vote to accept amended motion to increase snow plow season fee by $10.00 Y 2.&nbsp; Vote to accept initial motion to increase snowplowing fee by $25.00&nbsp;&nbsp; Y 4. The names of the candidates for each office, whose nominations have been certified to or filed in this office, are given under the title of the office, each in its proper column, together with the questions submitted to a vote, for a referendum, if any, in the sample ballot below.<br />Information to Voters<br />Upon entering the polling place and before being permitted to vote, a voter shall:<br />&bull;<br />state their name and address<br />&bull;<br />show an acceptable form of photo identification*<br />&bull;<br />sign the poll book**<br />*If a voter does not have acceptable photo identification, the voter may obtain a free photo ID for voting from the Division of Motor Vehicles.<br />**If the voter is unable to sign the poll book due to disability, a poll worker may write the word &ldquo;exempt.&rdquo;<br />If a voter is not registered to vote, they may register to vote at the polling place serving their residence if the voter provides proof of residence.<br />Where ballots are distributed to voters, the initials of two inspectors must appear on the ballot.<br />Upon being permitted to vote, the voter shall enter a voting booth or go to a machine and cast their ballot. The vote should not be cast in any manner other than specified here. Sample ballots or other materials to assist the voter in marking their ballot may be taken into the booth and copied. The selected individual rendering assistance may not be the voter's employer or an agent of that employer or an officer or agent of a labor organization which represents the voter.<br />Where Optical Scan Voting is Used<br />The voter shall fill in the oval next to the name of the candidate of their choice for each office for which they intend to vote. To vote for a person whose name does not appear on the ballot, the voter shall write in the name of the person of their choice in the space provided for a write-in vote and fill in the oval next to the write-in line.<br />When using an electronic ballot marking device ICE to mark an optical scan ballot, the voter uses the tactile pad to select the name of the candidate of his or her choice for each office for which he or she intends to vote. To vote for a person whose name does not appear on the ballot, the voter shall type in the name of the person of his or her choice in the space provided for a write-in vote.<br />After Voting the Ballot<br />After an official optical scan ballot is marked. The voter may insert the ballot in the voting device The voter shall leave the polling place promptly.<br />Spoiling Ballots<br />If a voter spoils a paper or optical scan ballot, they shall return it to an election official who shall issue another ballot in its place, but not more than three ballots shall be issued to any one voter. Highway Construction and Maintenance Report/signage: In the month of January roads have been treated with sand, plowed and scraped.&nbsp; Road winter cleanup is 12,110 for the winter season. Driveway plow paid out as much as collected.<br />8. Facilities Report: Jed Keenan and Bill Cochran plan to install fire extinguishers.&nbsp;<br />9. Specific Matters for Discussion and/or Action:<br />Reviewed Town of Stinnett Record Policy reviewed motion made to approve Jed Keenan 2nd Brian Takala - all in favor- Policy will be signed and posted.<br />Five-year road plan reviewed, part of the LRIP requirements to have a road plan motion made to approve Bill Cochran 2nd by Jed Keenan. All in favor.<br />Reviewed Fire Protection Agreement from the Town of Hayward reviewed need for driveway requirements, snow removal requirements, and motion made to approve by Brian Takala, 2nd by Bill Cochran.<br />10. Correspondence- Letters and Phone Calls Received/ Reservations for Town Hall or Town Park/Upcoming Meetings/Events/Miscellaneous:&nbsp; Hall reserved on 2/21 or 2/22 by Jed Keenan.&nbsp; Town park has been reserved for theGroat/ Meiers reunition on 8-8-226.<br />Discussed 1/28/26 WTA unit meeting topic of stray animals and the town response.&nbsp;<br />Bill Cochran registered for incident response training 5/18/2026.&nbsp;&nbsp;<br />Some board members plan to attend WTA spring meeting.<br />11.
