STINNETT TOWN BOARD MEETING APRIL 15, 2025 – TOWN HALL AGENDA WAS POSTED APRIL 10, 2025 AT THE TOWN HALL, TRANUS LAKE RD, OUTBACK BAR, AND ON THE WEBSITE BY KATIE PARKS, CLERK. PRESENT: BILL COCHRAN, SUPERVISOR; GARY ELLIOTT, CHAIRMAN; BRIAN TAKALA, SUPERVISOR ON SPEAKER PHONE; KATIE PARKS, CLERK; SANDY JOHNSON, TREASURER AND TOWN RESIDENTS; JILL WASHKUHN, LINDA ASP, JANET TAKALA, LOREN ELLIOTT, AND JED KEENAN. 1. VERIFICATION OF LEGAL POSTING DONE BY THE CLERK ROLL CALL: ELLIOTT, COCHRAN, TAKALA, PARKS, JOHNSON CHAIRMAN CALLED MEETING TO ORDER AT 7:09 PM PLEDGE OF ALLEGIANCE WAS RECITED. 2. APPROVAL OF AGENDA - MOTION BY BILL COCHRAN, 2ND BRIAN TAKALA, MOTION CARRIED. 3. TREASURER’S REPORT SUBMITTED BY SANDY JOHNSON – MOTION TO APPROVE GARY ELLIOTT, 2ND BILL COCHRAN. MOTION CARRIED. 4. APPROVAL OF THE MARCH 11, 2025 TOWN BOARD MEETING MINUTES – MOTION TO APPROVE BY BRIAN TAKALA, 2ND BILL COCHRAN. MOTION CARRIED. 5. HIGHWAY CONSTRUCTION AND MAINTENANCE REPORT – ROAD BANS ARE COMING OFF ON THURSDAY 4/17 AT NOON. GARY ASKED JOSH AT STATEWIDE TO DO A LITTLE ADDITIONAL PLOWING WHERE THE COUNTY ROAD PLOWS PLUGGED UP SOME DRIVEWAYS. HE WAS OKAY WITH THAT. 6. PUBLIC INPUT 7. SPECIFIC MATTERS FOR DISCUSSION AND ACTION BY THE TOWN BOARD: A. APRIL 1ST ELECTION – HAD 100 VOTERS BUT 2 BALLOTS WERE UNACCOUNTED FOR, HELD THE MACHINE RESPONSIBLE FOR IT AS WE HAD SOME ISSUES WITH IT. WILL CHECK TO SEE ABOUT USING ONLY PAPER BALLOTS FROM NOW ON. ALL NEW OFFICIALS HAVE SIGNED THEIR OATH PAPERS EXCEPT FOR CLERK WHICH WILL DO TONITE. B. NEW AMENDMENT FOR AMBULANCE CONTRACT WAS RECEIVED WITH AN INVITE TO THE JULY MEETING AT SPOONER FIRE HALL ON JULY 16TH AT 5:00 PM TO DISCUSS. IT IS ONLY TO MAKE OUR SERVICE CONTRACT A TWO-YEAR DOCUMENT INSTEAD OF 1- YEAR. THE DOCUMENT WAS SIGNED BY OUR NEW CHAIRMAN, BILL COCHRAN AND WITNESSED BY THE CLERK, KATIE PARKS. SENDING BACK TO NORTH MEMORIAL. C. CLEAN-UP DAY TENTATIVELY SET FOR MAY 17TH – MORE TO FOLLOW. D. ROAD REVIEW DATE SET FOR MAY 4TH. THE CHAIRMAN AND SUPERVISORS WILL MEET AT THE HALL AT 8:30 AM, ANYONE WANTING TO PARTICIPATE CAN FOLLOW IN THEIR OWN VEHICLES. MOTION TO APPROVE BY BILL COCHRAN, 2ND BRIAN TAKALA, MOTION CARRIED. E. THERE WAS DISCUSSION AS TO THE NEED TO APPOINT A TOWN CLERK. THIS WAS BECAUSE OF THE VACANCY CREATED DUE TO THE FACT THAT ROBIN FADNESS, (WHO RECEIVED THE MOST VOTES IN THE APRIL 1 ST ELECTION) DECIDED NOT TO ACCEPT THE POSITION. A MOTION WAS MADE BY THE NEW TOWN CHAIRMAN, BILL COCHRAN TO APPOINT JILL WASHKUHN (WHO FINISHED SECOND IN THE APRIL 1ST ELECTION) TO THE POSTION OF TOWN CLERK. THIS WAS SECOND BY BRIAN TAKALA, SUPERVISOR. ALL WAS IN FAVOR, MOTION CARRIED, OUTGOING CLERK, KATIE PARKS ADMINISTERED THE OATH OF OFFICE TO JILL WASHKUHN WHO ACCEPTED THE APPOINTMENT. . 8. CORRESPONDENCE - LETTERS AND PHONE CALLS RECEIVED: A. TOWNHALL – CALL TO AQUARIUS TO SERVICE THE KINETICO SYSTEM, WAS DONE AND AN ELECTRICAL INSPECTION WAS COMPLETED – WAS GOOD. CHAIRMAN BILL FIXED THE LEAK IN THE MENS ROOM AND INSTALLED A NEW FAUCET IN THE KITCHEN AS THERE WERE LEAKS IN BOTH. OUR HOLDING TANK WAS OVERFILLED DUE TO THIS CAUSING THE ALARM TO GO OFF. THE TANK WAS PUMPED AND THE ALARM IS NOW WORKING FINE. B. TOWN PARK – TWO NEW RESERVATIONS; BIRTHDAY CELEBRATION ON APRIL 27TH AND A GRADUATION PARTY MAY 25TH C. MEETING DATES – APRIL 23RD WTA UNIT MEETING SHELL LAKE AT 7:00PM MAY 21ST WTA SPRING WORKSHOP CABLE FOR NEW OFFICIALS D. MISCELLANEOUS 9. PAYMENT VOUCHERS - APPROVED AND CHECKS SIGNED. 10. Adjournment NOTICE IS HEREBY GIVEN that the Board of Review for the Town of Stinnett of Washburn County, Wisconsin shall hold its first meeting on the 27th day of May 2025, from 4:00 p.m. to 6:00 p.m. at the Stinnett Town Hall, N10361 County Hwy M, Village of Stanberry.
Please be advised of the following requirements to appear before the Board of Review and procedural requirements if appearing before the Board: No person shall be allowed to appear before the Board of Review, to testify to the Board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the Assessor to view such property. After the first meeting of the Board of Review and before the Board’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to a member of the Board about the person’s objection except at a session of the Board. No person may appear before the Board of Review, testify to the Board by telephone or contest the amount of the assessment unless, at least 48 hours before the first meeting of the board or at least 48 hours before the objection is heard if the objection is allowed because the person has granted a waiver of the 48-hour notice of an intent to file a written objection by appearing before the Board during the first two hours of the meeting and showing good cause for failure to meet the 48-hour notice requirement and files a written objection, that the person provides to the clerk of the Board of Review notice as to whether the person will ask for removal of any Board members and, if so, which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take. When appearing before the Board of Review, the person shall specify, in writing, the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate. No person may appear before the Board of Review, testify to the Board by telephone or object to a valuation; if that valuation was made by the Assessor or the Objector using the income method of valuation; unless the person supplies the Assessor all the information about income and expenses, as specified in the Assessor’s manual under Sec 73.03 (2a) of Wis. Statutes, that the Assessor requests. The Town of Stinnett has an ordinance for the confidentiality of information about income and expenses that is provided to the Assessor under this paragraph which provides exceptions for persons using information in the discharge of duties imposed by law or the duties of their office or by order of a court. The information that is provided under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under Sec. 19.35 (1) of Wis. Statutes. The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a letter from a physician, surgeon or osteopath that confirms their illness or disability.
