TOWN OF STINNETT
Regular Town Board Meeting Minutes
May 12, 2026 – 7:00 p.m. Stinnett Town Hall
1. Call to Order
Chairman Bill Cochran called the meeting to order at 7:03 p.m.
Roll Call:
  • Chairman Bill Cochran
  • Supervisor Brian Takala (via telephone)
  • Supervisor Jed Keenan
  • Treasurer Sandy Johnson
  • Clerk Jill Washkuhn
  • Alex Butterfield
  • Linda Asp
  • George Pierce
A quorum was present.
2. Verification of Legal Posting
Clerk Washkuhn certified that the meeting notice was properly posted on May 11, 2026 at the following locations:
  • Stinnett Town Hall
  • Outback Bar
  • Tranus Lake Road
  • Town of Stinnett Website
3. Pledge of Allegiance
The Pledge of Allegiance was recited by all present.
4. Approval of Agenda
Motion by Supervisor Takala, second by Chair Cochran, to approve the agenda as presented. Motion carried unanimously.
5. Treasurer’s Report
Treasurer Johnson reported the following:
  • ATC payment received.
  • Money Market account and Certificate of Deposit have been opened.
  • It was brought up that the ATC monies should be listed as a separate line item under the Money Market Account. Treasurer will have this noted for next meeting
Motion by Supervisor Takala, second by Supervisor Keenan, to accept the Treasurer’s Report. Motion carried unanimously.
6. Approval of April 2026 Meeting Minutes
The April minutes were reviewed. Correction noted: Naomi Cochran should be added to the list of community members present.
Motion by Supervisor Takala, second by Supervisor Keenan, to approve the minutes with the noted correction. Motion carried unanimously.
7. Public Input
  • Pat Sprenger requested permission to borrow chairs and tables from the Town Hall for a graduation event.
  • Discussion was held regarding liability, potential damage, and historical practice. The Board reaffirmed the long-standing policy that Town Hall and Town Park property shall not be loaned out for private use.
  • George Pierce volunteered to personally loan tables and chairs to Mr. Springer and will coordinate directly with him.
8. Highway Construction and Maintenance Report
Chairman Cochran provided the following updates:
  • Annual road review was completed on May 2, 2026.
  • Tree trimming and sign replacements have been completed.
  • Chippanize Lake Road sign has been ordered.
  • Champanzie Road sign has been replaced; however, the signpost remains damaged.
  • Debris left in the ditch must be removed; Statewide will assist with pickup and storage.
  • Chairman Cochran reviewed the LRIP process and noted road repair needs, including Stanberry Road.
9. Facilities Report
  • Tom Crowley will begin repairs on the pavilion roof.
10. Specific Matters for Discussion and/or Action
A. Poll Worker Compensation
  • Washburn County election workers currently earn between $11 and $20 per hour.
  • Proposal to increase Town of Stinnett wages as follows:
    • Poll Inspectors: increase by $2.00/hr to $17.00/hr
    • Chief Inspectors: increase by $2.00/hr to $19.00/hr
  • New rates to take effect beginning with the August 2026 election.
Motion by Supervisor Takala, second by Supervisor Keenan, to approve the wage increases. Motion carried unanimously.
B. Town Clean-Up
  • Residents Ron Olson, Don Neuman, and Bob Krouch inquired about scheduling a town clean-up event.
  • Volunteers are required to monitor the site, assist with lifting, and sort materials.
  • A minimum of 3–4 volunteers is needed for the event to proceed.
  • Additional volunteers will continue to be sought.
C. “Children at Play” Sign – Lee Road
  • Alex Butterfield expressed safety concerns due to increased residential traffic and speeding.
  • Discussion held regarding the effectiveness of signage.
  • Motion by Chairman Cochran, second by Supervisor Keenan, to install a Children at Play sign at the entrance of Lee Road. Motion carried unanimously.
  • Chairman Cochran will order the sign.
D. Emergency Plan
  • Deferred to the next regular meeting.
E. Liquor License – Outback Bar & Pizza
  • Applications have been received by George Pierce and will be reviewed at the next meeting.
11. Correspondence
  • Calls received regarding a waiver request for Chippanize Road from Max Ericson of Ericson Logging.
  • Clerk Washkuhn will attend Clerk Training on May 18, 2026.

12. Payment of Vouchers
All vouchers, statements, and bills were reviewed and approved for payment.
13. Next Regular Meeting
The next Town Board meeting will be held on June 9, 2026 at 7:00 p.m. at the Stinnett Town Hall.

  • LRIP bid review
  • Town clean-up planning
  • Approval of liquor licenses
15. Adjournment
Motion by Supervisor Keenan, second by Supervisor Takala, to adjourn the meeting. Motion carried unanimously. The meeting adjourned at 7:58 p.m.
