APRIL APPROVED MINUTES STINNETT TOWN BOARD MEETING APRIL 16, 2019 – TOWN HALL AGENDA WAS POSTED APRIL 13, 2019 AT THE TOWN HALL, OUTBACK BAR, AND ON THE TOWN WEBSITE BY KATIE PARKS, CLERK. PRESENT: BILL GROAT, CHAIRMAN; GARY ELLIOTT, SUPERVISOR; SANDY JOHNSON, TREASURER; DONALD PLANTE, SUPERVISOR; KATIE PARKS, CLERK.
1. VERIFICATION OF LEGAL POSTING DONE BY THE CLERK ROLL CALL: GROAT, ELLIOTT, JOHNSON, PARKS, PLANTE CHAIRMAN CALLED MEETING TO ORDER AT 7:09 PM PLEDGE OF ALLEGIANCE RECITED 2. APPROVAL OF AGENDA - MOTION BY GARY ELLIOTT, DONALD PLANTE 2ND, MOTION CARRIED. 3. TREASURER’S REPORT SUBMITTED BY SANDY JOHNSON WAS REVIEWED 4. MINUTES FOR THE MARCH 12, 2019 TOWN BOARD MEETING APPROVED AS READ. 5. HIGHWAY CONSTRUCTION AND MAINTENANCE REPORT: A. WAITING FOR FROST TO GO OUT SO CAN REPAIR DIP IN CHIPPANAZIE RD. B. DON IS TAKING PHOTOS OF ALL CULVERTS TO DOCUMENT THEIR EVENTUAL DETERIORATION FOR NECESSARY REPLACEMENTS IN THE FUTURE. 6. PUBLIC INPUT – A) THE COST OF HOT MIX ASPHALT COMPARED TO YEARS PAST WAS BROUGHT UP BY BILL COCHRAN. THE COST HAS INCREASED 15-20% PER TOWN CHAIRMAN GROAT. B) RECEIVED THE NAME OF A POTENTIAL ELECTION WORKER FROM THE COCHRAN’S. WILL CONTACT HER AS IT IS DIFFICULT TO FIND PEOPLE TO WORK ELECTIONS. 7. SPECIFIC MATTERS FOR DISCUSSION AND ACTION BY THE TOWN BOARD: A. REZONING REQUEST FROM HOWARD FLAMANG WAS DISCUSSED AND THE BOARD APPROVED IT. GARY ELLIOTT MADE THE MOTION, 2ND DONALD PLANTE. MOTION CARRIED. THE COUNTY ZONING FORM WILL BE FORWARDED TO WASHBURN COUNTY FOR THEIR FINAL DECISION ON HIS REQUEST TO REZONE 200’ BY 1,000’ OF HIS LAND FOR SELLING DOCKS AND BUILDING A BOAT STORAGE SHED. B. CLEAN-UP DAY IS SATURDAY MAY 11TH FROM 9:00 AM TO 1:00 PM. THE CHAIRMAN WILL ORDER A 30 YARD AND A 20 YARD DUMPSTER TO START. C. ELECTION RESULTS – THE TOWN OFFICERS REMAIN THE SAME PER ELECTION RESULTS. THERE WERE 36 VOTERS TOTAL. THE ELECTION OFFICIALS DID A GREAT JOB FOR SUCH A LONG DAY. D. THE OFFICIAL TOWN NEWSPAPER WAS DISCUSSED. DUE TO STINNETT BEING IN THE HAYWARD SCHOOL DISTRICT THE CHOICE SHOULD REMAIN WITH THE SAWYER COUNTY RECORD. MOTION TO APPROVE BY GARY ELLIOTT, 2ND DONALD PLANTE. MOTION CARRIED. E. RECEIVED TWO QUOTES FOR THE TOWN WEBSITE: 1) ALPHA DESIGN WILL UPDATE OUR PRESENT SITE AND OFFER A MORE USER FRIENDLY SITE FOR TOWN OFFICIALS TO MAKE POSTINGS. ANNUAL COST WILL BE $259.00 AN INCREASE OF $100 BEGINNING NEXT MAY 2020. ALPHA WILL ABSORB THIS YEAR’S COST INCREASE. 2) MUNICIPAL WEB DESIGN OFFERED A SIMILAR PROPOSAL BUT THE COST WAS $818.00 THIS YEAR AND $519.00 EACH YEAR AFTER THAT. THEY ARE ALSO OUT OF MADISON AND NOT AS READILY AVAILABLE SHOULD WE EXPERIENCE ANY PROBLEMS. ALPHA DESIGN IS MORE LOCAL. AFTER MUCH DELIBERATION A MOTION WAS MADE BY DONALD PLANTE TO KEEP ALPHA DESIGN, 2ND GARY ELLIOTT, MOTION CARRIED. 8. CORRESPONDENCE- LETTERS AND PHONE CALLS RECEIVED: A. TOWNHALL B. TOWN PARK C. MEETINGS – BOARD WILL ATTEND MEETINGS AS FOLLOWS: APRIL 22 NORTH MEMORIAL AMBULANCE – SPOONER CITY HALL APRIL 24 WTA WASHBURN CTY – SPOONER RESEARCH CENTER APRIL 25 HAZARD MITIGATION MTG – SHELL LAKE LAW ENFORCEMENT BLDG D. MISCELLANEOUS - TOWN ASSESSOR CALLED TO SET UP OPEN BOOK AND BOARD OF REVIEW. BOTH ARE SCHEDULED FOR NEXT MONTH. DATES & TIMES WILL BE POSTED ON THE MAY AGENDA AND ON A SEPARATE NOTICE.
