APPROVED MINUTES STINNETT TOWN BOARD MEETING JANUARY 11, 2022 – TOWN HALL AGENDA WAS POSTED JANUARY 8, 2022 AT THE TOWN HALL, TRANUS LAKE RD, AND ON THE TOWN WEBSITE BY KATIE PARKS, CLERK. PRESENT: GARY ELLIOTT CHAIRMAN; DONALD PLANTE, SUPERVISOR; DAYNA DULLINGER, SUPERVISOR; SANDY JOHNSON, TREASURER; AND KATIE PARKS, CLERK. 1. VERIFICATION OF LEGAL POSTING DONE BY THE CLERK ROLL CALL: ELLIOTT, PLANTE, DULLINGER, JOHNSON, PARKS. EVERYONE PRESENT. CHAIRMAN ELLIOTT CALLED MEETING TO ORDER AT 7:00 PM PLEDGE OF ALLEGIANCE RECITED 2. APPROVAL OF AGENDA - MOTION BY DONALD PLANTE, 2ND GARY ELLIOTT, AND MOTION CARRIED. 3. TREASURER’S REPORT SUBMITTED BY SANDY JOHNSON WAS REVIEWED. LOTS OF TAXES ALREADY PAID BY RESIDENTS. 4. MINUTES FOR THE DECEMBER 14, 2021 TOWN BOARD MEETING APPROVED AS READ. 5. HIGHWAY CONSTRUCTION AND MAINTENANCE REPORT – ALL ROAD WORK COMPLETED FOR THE YEAR. 6. PUBLIC INPUT - ATV TRAFFIC ON HWY 63 IS A CONCERN AND WILL TALK ABOUT THIS MORE AT THE NEXT MEETING AFTER SOME INVESTIGATION INTO THE PROBLEM. 7. SPECIFIC MATTERS FOR DISCUSSION AND/OR ACTION BY THE TOWN BOARD: A. FINAL RULE REGARDING THE USES OF THE ARPA FUNDS WILL TAKE EFFECT APRIL 1, 2022. THE U.S. TREASURY WILL KEEP US NOTIFIED AS TO WHAT THOSE FUNDS CAN THEN BE USED FOR. SMALLER MUNICIPALITIES LIKE OURS WILL BE REQUIRED TO SUBMIT A PROJECT AND EXPENDITURE REPORT BY APRIL 30TH THEN EACH YEAR THEREAFTER. B. OPEN BOOK AND BOARD OF REVIEW DATES ARE SET. IF A RESIDENT HAS AN ISSUE WITH THEIR TAXES THEY SHOULD TALK TO THE ASSESSOR AT OPEN BOOK TO ADDRESS THEIR CONCERNS. OPEN BOOK IS FROM 10:00 TO NOON ON TUESDAY MAY 31ST AND THEY CAN CONTACT THE CLERK FOR MORE INFORMATION. C. EMERGENCY ELECTION PROTOCOLS WERE DISCUSSED. WE WILL KEEP AN EMERGENCY KIT AT THE HALL IN CASE IT IS NEEDED, AND EACH ELECTION WORKER WILL HAVE A COPY OF THE EMERGENCY PLAN WITH PHONE NUMBERS FOR THE COUNTY SHERIFF AND COUNTY CLERK, AMBULANCE, AND STINNETT TOWN OFFICIALS. 8. CORRESPONDENCE – LETTERS AND PHONE CALLS RECEIVED: A. TOWNHALL – FEBRUARY 15TH IS SPRING PRIMARY ELECTION B. TOWN PARK – NO MORE RESERVATIONS C. MEETINGS – WTA DISTRICT MEETING TO BE HELD FEBRUARY 26TH MAY BE CHANGED TO ANOTHER DATE, POSSIBLY IN APRIL, DUE TO THE FACT THAT IT’S IN CABLE AND IT’S BERKIE WEEKEND. WE WILL BE NOTIFIED BY WTA OF ANY CHANGES, AS BOR CERTIFICATION FOR TOWN OFFICIALS HAPPENS AT THIS MEETING. D. MISCELLANEOUS – POSTING BOX AT THE OUTBACK BAR WAS KNOCKED DOWN – WILL CONTACT STEVE, THE OWNER, TO SEE WHERE WE CAN RELOCATE IT TO AVOID THIS HAPPENING IN THE FUTURE. 9.
