APPROVED MINUTES
STINNETT TOWN BOARD MEETING JULY 12, 2022 – TOWN HALL
AGENDA WAS POSTED JULY 11, 2022 AT THE TOWN HALL, TRANUS LAKE RD AND ON THE WEBSITE BY KATIE PARKS, CLERK.

PRESENT: GARY ELLIOTT, CHAIRMAN; SANDY JOHNSON, TREASURER;   DAYNA DULLINGER, SUPERVISOR; DONALD PLANTE, SUPERVISOR; KATIE PARKS, CLERK.
RESIDENTS: JAMES, MELISSA, AND EVELYN ZOPP; TERRY KANNEGIESSER, JOHN JAEGER, ED WOLWERT, IRIS SANFORD, LUKE AND DESERAE SEVERSON, AND MIRALEE WOLWERT.
1.  VERIFICATION OF LEGAL POSTING DONE BY THE CLERK
    ROLL CALL:  ELLIOTT, JOHNSON, PARKS, DULLINGER, PLANTE – ALL PRESENT
    CHAIRMAN CALLED MEETING TO ORDER AT 7:00 PM
    PLEDGE OF ALLEGIANCE RECITED                
2.  APPROVAL OF AGENDA - MOTION BY DAYNA DULLINGER, 2ND DONALD PLANTE, MOTION CARRIED.
3.  TREASURER’S REPORT SUBMITTED BY SANDY JOHNSON.  LOOKS LIKE INTEREST RATES MAY BE GOING UP. GOOD NEWS FOR THE SAVINGS ACCOUNTS.
4.  MINUTES FOR THE JUNE 14, 2022 TOWN BOARD MEETING APPROVED AS READ.    
5.  HIGHWAY CONSTRUCTION AND MAINTENANCE REPORT. A) WORK ON CHIPPANAZIE RD NOT STARTED YET B) DISCUSSED PIKE RD – NEEDS MORE INVESTIGATION AND WILL ADDRESS FURTHER AT THE   AUGUST MEETING.
6.  PUBLIC INPUT – YOUR OPINION ON THE ITEMS IN SECTION 7 ARE IMPORTANT TO US IN ORDER FOR THE BOARD TO TAKE ACTION. PLEASE STATE YOUR CONCERNS LIMITING YOUR OPINIONS TO NO MORE THAN FIVE MINUTES FOR EACH OF THE ITEMS IN THAT SECTION.    SEE 7A.
7.  SPECIFIC MATTERS FOR DISCUSSION AND ACTION BY THE TOWN BOARD:
     A.   THE CONDITIONAL USE PERMIT FOR THE 34-SITE CAMPGROUND WAS   
     DISCUSSED IN LENGTH AS IT WAS POSTPONED BY WASHBURN COUNTY 
    ZONING UNTIL JULY 26TH 2022 DUE TO ADDITIONAL INFORMATION
    REQUIRED AND RESUBMISSION BY OUR BOARD AS TO OUR OPINION. AN
    UPDATED APPLICATION WAS SUBMITTED BY THE SEVERSONS AND A COPY 
    OF IT WAS AVAILABLE  TO EACH RESIDENT THAT ATTENDED THE BOARD
    MEETING. ALSO, ATTACHED WAS A COPY FROM THE WI DOT REGARDING THE
    ACCESS TO THE CAMPGROUND AND A COMPLETE OUTLINE OF THE RULES
    FOR ANYONE CAMPING AT THE CAMPGROUND.    
    RESIDENTS WHO ATTENDED THE MEETING STATED THEIR VIEWS ON THE
    CAMPGROUND AND WERE CRITICAL OF THE ENTIRE IDEA STATING THAT
    THERE WOULD BE MANY NON-SEASONAL CAMPERS  PERMANENTLY TAKING
    UP RESIDENCE. THERE WOULD ALSO BE LOUD MUSIC, BANDS AT ALL HOURS,

   DEBRIS AND/OR GARBAGE CLUTTER, GENERATOR NOISE FROM EACH
   CAMPSITE, EXCESSIVE PARTYING, THE EXPENSE TO THE TOWN IF A TURNING
   LANE IS REQUIRED OFF OF HWY 63 DUE TO 
CAMPERS TURNING INTO THE
   CAMPGROUND, THE DRAW ON ELECTRICITY USE, AND IMPACT ON THE 

   WATER TABLE.  THE TOWN TREASURER WAS CONCERNED WITH HOW THE
   EXPENSE OF AMBULANCE SERVICE OR LAW ENFORCEMENT COSTS WOULD BE
   ADDRESSED AND PAID FOR. ONE
 RESIDENT MENTIONED OVERALL DAMAGE
  TO TOWN ROADS DUE TO CAMPER TRAFFIC AND THE HIRING OF A CONSTABLE
   FOR LAW ENFORCEMENT WAS BROUGHT UP.  ALSO, THEY WERE           
  WONDERING WHY THEY WERE NOT NOTIFIED UNTIL NOW ABOUT THE
  CAMPGROUND. THE CLERK STATED THAT WE POSTED NOTICES OF THIS NEW
  CAMPGROUND SITUATION FOR THE LAST 3 MONTHS ON THE AGENDAS IN |    |
 THE  POSTING BOXES AND ON THE TOWN WEBSITE.  NO TOWNS SEND OUT
  NOTICES TO RESIDENTS AS IT IS NOT COST EFFECTIVE, AND BESIDES NONE OF 
 THE RESIDENTS IN ATTENDANCE TONIGHT, EXCEPT FOR ONE, HAS EVER  BEEN
 TO A TOWN MEETING IN THE NINE YEARS SHE HAS BEEN CLERK, TO PROVE
 HER POINT. ALSO, SHE AND HER HUSBAND CAMP AND HAVE NEVER RUN INTO
 THE SITUATIONS THEY WERE ALL CONCERNED ABOUT.

        THE SEVERSONS STATED THAT THEY WOULD BE PUTTING IN A NEW
 ENTRY INTO THE CAMPGROUND, AND FENCE THE ENTIRE PERIMETER FOR THE
 SAFETY OF CHILDREN AND PETS.  THERE ARE RULES THAT ALL CAMPERS
 MUST ABIDE BY. NO ONE CAN STAY MORE THAN 14 DAYS, NO LOUD MUSIC OR
 OTHER 
NOISE IS ALLOWED.  THE SEVERSONS HAVE SMALL CHILDREN TO
 THINK ABOUT WHO WOULD BE AFFECTED BY SUCH COMOTION.  NO SUV’S AS
 THERE IS NO ACCESS, NO GENERATORS, NO LITTERING INCLUDING
 CIGARETTES, CAMPFIRES ONLY IN THE  DESIGNATED CAMPSIGHT FIRE RINGS
  AND NEVER LEFT UNATTENDED, AND OTHER ITEMS IN THE RULES EACH
 CAMPER RECEIVES WHEN CHECKING IN.

 AFTER HEARING THE CONCERNS FROM EVERYONE THE TOWN CHAIRMAN
 MADE A MOTION TO HOLD 
A SPECIAL MEETING ON JULY 22, 2022  2ND DONALD
 PLANTE. MOTION CARRIED, THE TOWN’S FINAL DECISION ON THE
 CONDITIONAL USE PERMIT WILL BE MADE BEFORE THE SEVERSONS HAVE
 THEIR HEARING WITH THE WASHBURN COUNTY ZONING DEPARTMENT ON
  JULY 26, 2022 SO THE COUNTY IS  AWARE OF OUR STANDING ON THE PERMIT
  AND  WE CAN FURTHER INVESTIGATE ALL THE POINTS BROUGHT UP BY THE
  RESIDENTS AT THE MEETING AND COME TO AN INFORMED DECISION.

  B.  DUNN RITE ELECTRIC WILL GIVE A QUOTE FOR WORK AT THE HALL AND 
  THE PARK PAVILION.

  C.  THE TOWN HALL ROOF  HAS BEEN REPLACED AS IT WAS SHOWING SERIOUS
  WEAR. THE WORK WAS COMPLETED BY RENEW ROOFING, LLC ON JUNE 22ND
  AND PAID FOR WITH ARPA FUNDS SO AS NOT TO 
BE A TAX BURDEN FOR OUR
  RESIDENTS.  JIM SATHER WILL BE CONTACTED IN REGARD TO POWER 
  WASHING THE TOWN HALL.

  D.  NORTHWOODS PROPANE PRE-BUY CONTRACT RECEIVED AND WE OPTED
  FOR 800 GALLONS OF LP AT
 $1,583.20 FOR THE WINTER SEASON. MOTION WAS
  MADE BY DONALD PLANTE TO ACCEPT THE CONTRACT, 2ND DAYNA
  DULLINGER. MOTION CARRIED. SIGNED CONTRACT TO BE MAILED TO
   NORTHWOODS.

  E.  DISCUSSION ON AUGUST BOARD MEETING DATE CHANGE AS IT FALLS ON
   ELECTION DAY. MOTION BY 
GARY ELLIOTT TO CHANGE THE MEETING DATE
   TO AUGUST 16TH AT 7:00 PM. 2ND DAYNA DULLINGER,  MOTION CARRIED.
