NOVEMBER UNAPPROVED MINUTES STINNETT TOWN BOARD MEETING NOVEMBER 12, 2019 – TOWN HALL AGENDA WAS POSTED NOVEMBER 7, 2019, AT THE TOWN HALL, OUTBACK BAR, AND ON THE TOWN WEBSITE BY KATIE PARKS, CLERK. PRESENT: BILL GROAT, CHAIRMAN; DONALD PLANTE, SUPERVISOR; KATIE PARKS, CLERK; SANDY JOHNSON, TREASURER. BILL & NAOMI COCHRAN, KEN & DIANE ZBILICKI, AND MICHAEL WIEBE

GROAT, GARY ELLIOTT - EXCUSED, KATIE PARKS, DONALD PLANTE, SANDY JOHNSON CHAIRMAN CALLED MEETING TO ORDER AT 7:05 PM PLEDGE OF ALLEGIANCE RECITED 2. APPROVAL OF AGENDA - MOTION BY BILL GROAT, 2ND DONALD PLANTE, MOTION CARRIED. 3. TREASURER’S REPORT SUBMITTED BY SANDY JOHNSON WAS REVIEWED – 2-YR CD RENEWAL INTEREST RATE 1.15% 4. MINUTES FOR THE OCTOBER 8, 2019 TOWN BOARD MEETING WERE APPROVED AS READ. 5. HIGHWAY CONSTRUCTION AND MAINTENANCE REPORT: A. CHIPPANAZIE RD WORK IS COMPLETE B. ROAD SIGNS ALL BRUSHED OUT BY SUPERVISOR ELLIOTT THAT WERE OBSTRUCTED BY OVER- GROWTH. STOLEN STREET SIGNS & DAMAGED POSTS WILL BE REPLACED. 6. PUBLIC INPUT – DISCUSSION ON LOGGING ROUTES OVER ELLIOTT RD TABLED TO NEXT MEETING. 7. SPECIFIC MATTERS FOR DISCUSSION AND ACTION BY THE TOWN BOARD: A. REZONE APPLICATION FOR RUSK COUNTY LP TANK BUSINESS LOCATED OFF HWY 63 BY HAYWARD RD WAS DISCUSSED IN DEPTH. CONCERNS ADDRESSED BY MIKE WIEBE, THE OWNER, IN REGARD TO DRIVEWAY SAFETY ISSUES OFF HWY 63 AND HUNTING LAND BEHIND THE PROPERTY. KEN & DIANE ZBILICKI LIVE ACROSS THE ROAD AND HAD CONCERNS IN REGARD TO BOTH THOSE ISSUES. THE BOARD APPROVED THE COUNTY ZONING CHANGE CONTINGENT ON WIS DOT APPROVAL OF THE DRIVEWAY ENTRANCE COMING IN ON HIGHWAY 63. B. 2020 TOWN BUDGET WAS DISCUSSED DURING THE HEARING AT 6:30. THERE WERE NO CHANGES AND /OR ADDITIONS SO IT WILL BE ADOPTED AT THE DECEMBER MEETING. C. THE 90/10 MLS ROAD GRANT APPLICATION WILL BE COMPLETED SOON AND WILL BE E-MAILED PER INSTRUCTIONS ON THE APPLICATION. THE GRANT MONEY WOULD BE USED FOR CHIPPANAZIE RD AND HAYWARD RD REPAIRS. D. THE FINAL COUNT FOR DRIVEWAY PLOWING CONTRACTS CAME TO 35 AND HAVE BEEN SENT TO STATEWIDE FOR THEM TO PLAN THE PLOWING ROUTE. 8. CORRESPONDENCE- LETTERS AND PHONE CALLS RECEIVED: A. TOWNHALL B. TOWN PARK – CLOSED FOR THE SEASON C. MEETINGS – NONE TO DATE D. MISCELLANEOUS – 1) RECEIVED TWO LOGGING PROSPECTUS OUTLINES FROM THE COUNTY. 2) FINAL DATES FOR THE ELECTIONS COMING UP IN 2020 ARE LISTED ON THE “TOWN EVENTS TO REMEMBER” FLYER THAT WILL BE SENT OUT WITH TAXES AND IS ALSO ON THE WEBSITE. WE WILL BE GETTING A NEW VOTING MACHINE AND WILL HAVE TRAINING BEFORE THE ELECTIONS NEXT YEAR. AN ELECTION SECURITY SUBGRANT FOR $1,200 WILL BE SUBMITTED TO THE WISCONSIN ELECTIONS COMMISSION. THIS WILL HELP IN THE COST OF A NEW COMPUTER &/OR UPGRADING OUR PRESENT COMPUTER TO WINDOWS 10 FOR ONGOING SUPPORT AND FOR ELECTION SECURITY. 9. BILLS FOR PAYMENT APPROVED AND CHECKS SIGNED 10. NEXT TOWN BOARD MEETING – DECEMBER 8, 2019 AT 7:00 PM 11.
