STINNETT TOWN BOARD MEETING OCTOBER 10, 2023 – TOWN HALL AGENDA WAS POSTED OCTOBER 7, 2023 AT THE TOWN HALL, TRANUS LAKE RD, OUTBACK BAR, AND ON THE WEBSITE BY KATIE PARKS, CLERK. PRESENT: GARY ELLIOTT, CHAIRMAN; BILL COCHRAN, SUPERVISOR; KATIE PARKS, CLERK; SANDY JOHNSON, TREASURER; ED WOLLWERT DBA HAYWARD MINI BLDGS, AND THE U-HAUL SUPERVISOR IN THIS AREA. 1. VERIFICATION OF LEGAL POSTING DONE BY THE CLERK ROLL CALL: ELLIOTT, TAKALA - EXCUSED, COCHRAN, PARKS, JOHNSON CHAIRMAN CALLED MEETING TO ORDER AT 7:00 PM PLEDGE OF ALLEGIANCE RECITED 2. APPROVAL OF AGENDA - MOTION BY BILL COCHRAN, 2ND GARY ELLIOTT, MOTION CARRIED. 3. TREASURER’S REPORT SUBMITTED BY SANDY JOHNSON – STILL ONE OUTSTANDING CHECK – APPROVED W/THE REMOVAL OF JEN SMITH’S NAME AS ONLY CORRECTION. 4. MINUTES FOR THE SEPTEMBER 12, 2023 TOWN BOARD MEETING APPROVED AS READ. 5. HIGHWAY CONSTRUCTION AND MAINTENANCE REPORT: WASHBURN COUNTY HIGHWAY REPLACEMENT SIGNS READY TO BE PICKED UP, WILL BILL US AFTER THAT. ROAD WORK DONE ON RICE RD AND HAYWARD RD HAS MADE A GREAT DIFFERENCE. 6. PUBLIC INPUT – ED WOLLWERT WANTED TO KNOW IF ANYTHING COULD BE DONE ABOUT THE ATV TRAFFIC ALONG HWY 63 AS THEY ARE MAKING SERIOUS RUTS ALONG THE EDGE OF HIS PROPERTY. THEY HAVE NO RESPECT FOR LAND OWNERS ALONG THE TRAIL. HE WAS ADVISED TO CALL THE COUNTY AND IF OTHERS WHO HAVE THE SAME PROBLEMS WOULD CALL AS WELL, SOMETHING MIGHT FINALLY BE DONE. 7. SPECIFIC MATTERS FOR DISCUSSION AND ACTION BY THE TOWN BOARD: A. CONDITIONAL USE PERMIT FOR ED WOLLWERT TO EXPAND HIS BUSINESS TO INCLUDE RENTAL OF U-HAUL TRUCKS, TRAILERS, AND PODS WAS DISCUSSED. ED HAS BEEN CLEARING TREES ON HIS LAND TO MAKE EASY IN & OUT ACCESS FOR THESE RENTALS AND TO ADD STORAGE AREAS. A MOTION WAS MADE BY BILL COCHRAN TO APPROVE WITH THE RECOMMENDATION THAT DOWN LIGHTING WOULD BE INSTALLED, 2ND GARY ELLIOTT. MOTION CARRIED. SIGNED COPIES WERE SENT TO THE COUNTY FOR THEIR FINAL APPROVAL. B. KINETICO SYSTEM – A SERVICE AGREEMENT NOT YET RECEIVED FROM AQUARIUS FOR OUR SYSTEM SO THE BOARD TABLED A DECISION UNTIL THE NEXT MEETING IN REGARD TO ONGOING SERVICING AND BILLING OPTIONS. C. NEWLY REVISED PARK CONTRACT WAS DISCUSSED AND WILL NOW BE REQUIRED WITH A $25.00 MAINTENANCE FEE – NON REFUNDABLE – FOR EACH RESERVATION. D. NEWLY REVISED SNOW PLOW CONTRACT FOR 2023-2024 WINTER SEASON ADDING A CLAUSE THAT WILL REQUIRE A CLEARED AREA WHERE SNOW CAN BE PLACED THAT IS PLOWED FROM THE DRIVEWAY. MOTION BY BILL COCHRAN TO REVISE & APPROVE, 2ND GARY ELLIOTT. MOTION CARRIED. E. THE TOWN HALL HOLDING TANK WAS INSPECTED AND AN ALARM INSTALLED, PER STATE REQUIREMENTS, BY C.J. WASTE WATER SERVICES FOR $400.00 FEE. F. TRANUS LAKE RD DNR PERMIT – APPROVED 8. CORRESPONDENCE - LETTERS AND PHONE CALLS RECEIVED: A. TOWNHALL – INSTALLED ALARM FOR HOLDING TANK B. TOWN PARK – CLOSED OCTOBER 1, 2023 – WILL SEND THE LATEST BILL FOR THE WINTER SEASON BACK TO REPUBLIC UNPAID AS WE ARE CLOSED FROM OCT 1- MAY 1. WILL CONTACT WALCZAK SANITATION SEE WHAT THEY CAN OFFER US. C. MEETINGS – WTA UNIT MEETING OCTOBER 25TH IN SHELL LAKE D. MISCELLANEOUS 9. BILLS FOR PAYMENT APPROVED AND CHECKS SIGNED 10. NEXT TOWN BOARD MEETING – NOVEMBER 14, 2023 AT 7:00 PM RIGHT AFTER THE 6:30 PM BUDGET HEARING. 11.
